Pen Tool & it's properties

Is Pen Tool on any layer? It seems pen tool does not link to any layer. Video is attached.

@MahaB82A maybe I'm not understanding your issue but if you want to use the Pen Tool on it's own layer, set it to Shape in the options bar without Fill

Thanks for the help. Now I can understand it is the Path/Shape option make the difference.
