Pen Tool bug - Photoshop automatically sets the color of the shape

Photoshop automatically sets the color of the shape in the Pen Tool each time. If I choose No Color and continue to create shapes, then everything is fine. But as soon as I switch to the raster layer, Photoshop resets my selection again and sets the shape color to the one selected in the foreground. This problem appeared in versions 25.6, 25.7, as well as in the beta version.

I tried completely deleting Photoshop using Adobe Creative Cloud Cleaner Tool, tried resetting all settings - nothing helped.

If that doesn't solve it, you can quit Photoshop and put the Settings folder back.

I tried to reset the settings with the [Reset Preferences on Quit] button. I tried deleting the Settings folder manually. I have tried to completely remove all Adobe products using the Creative Cloud Cleaner Tool. None of this helped, unfortunately.
