Pen Tool color options greyed out, won't change

With the upgrade of Photoshop 21.2.0 the pen path is grey and the gear pull-down options for changing color are greyed out. In preferences, I set the color to Cyan. Still won't work. Cannot set the width of pen stroke either. Deleted and replaced preferences in every way and it is still there. I am using iMac 10.13.6

That feature relies on the Graphics Card being properly detected by photoshop.

Use Graphics Processor must be checked and enabled under Photoshop>Preferences>Performance

The new 21.2 update seems to have problems on both windows and mac detecting/using certain graphics cards that were fine before in 21.1.3

That's it exactly. On the old version of Photoshop, I did not check the box "Graphics Processor" because it said my system could not use it. On the new version, the graphics processor was checked by default but no warning about using it. I unchecked everything and also tried Legacy checked but it didn't work so I went back a version.

Have you ensured you're working on creating a shape layer with the pen tool, instead of just a Path? The control is on the left of the control bar, when the pen is selected.

Also, the only way to stroke a path in PS is to turn it into a selection and use the edit menu to stroke. I think you're expecting the stroke to behave more like Illustrator, but they behave very differently.

In recent versions it's shown a path preview whether it's a Shape or a classic Path.

Now, the little gear menu stays grayed out full-time.

If all else fails you can do like I did and go back a version in Photoshop but back up Everything first(brushes, actions etc.) It's strange but the new tools loaded with the older version I stepped back to. Everything works again. Lost all my brushes though. Didn't back them up before I stepped back.

No, I didn't. I tried everything. Had to go back a version in photoshop. That worked and most of the new tools showed up also. The problem was I didn't back up my brushes & actions and lost them all. Its a deeper problem than just the pen tool I think. You can check by selecting the brush tool and hold down the option>control (on Mac) and see if you are getting the red brush size & hardness preview. I wasn't getting that along with the pen tool problem.
