Does turning off »Use Graphics Processor« in the Performance Preferences (Photoshop > Preferences > Performance > Graphic Processor Settings) and restarting Photoshop have any bearing on the issue?

Please try first to reset the preferences of Photoshop using the steps described here:

https://helpx.adobe.com/photoshop/using/preferences.html#reset-preferences

Please backup your settings before resetting the preferences. You can check:

https://helpx.adobe.com/photoshop/using/preferences.html#backup-photoshop-preferences

Another try it to turning on the option »Deactivate Native Canvas« (Photoshop > Preferences > Technology Previews) and restarting Photoshop.

If this doesn't help we need more informations about your system including the following:

Can you clarify your issue. The pen tool draws paths not lines. Paths are only visible when selected in the paths panel - they are not part of the image.

A path can of course have a stroke which does become part of the visible image. We really need to see a full screen screenshot of your issue, along with a bit more explanation, in order to give advice.

The width and colour of the path can be adjusted in Preferences and in options.

Ideally including the pertinent Panels, »Paths« for example.

Unfortunately this is no proper solution as it invalidates GPU dependent features (like the Rotate View Tool, some Filter acceleration, …) but it indicates problems with the GPU driver or the OS.
