The Intel Core i7 14700K and Intel Core Ultra7 265K have integrated GPU adapters. This means your machine has two GPUs: the power-saving Intel Graphics and the high-performance Nvidia RTX GPUs.

 

Try these steps:

1 - Follow step 6 in the content here to configure the default GPU for Photoshop: https://adobe.ly/49YQSCI

2 - In the past, disabling Nvidia G-Sync has helped.

I've been using Photoshop for over 20 years and have all the relevant knowledge about G-Sync and GPU settings, as well as the settings of the graphics card.

I also know that Photoshop's image adjustment features do not use the GPU's OpenGL capabilities.

If you're not sure I'm right, check your Task Manager or any other program that shows you how much CPU and GPU your computer is using. Then, try using Photoshop's image enhancement features.

 

Thankfully, Adobe has just released an update to Photoshop, and all of these features are back to normal in the new version.
