Permanent fix for "Could not complete your request because of a program error." message

did you ever find a fix? I have this problem too, absolutely infuriating 

After working flawlessly ... my Photoshop 2023 install is returning the same error message when I try to open an image file (regardless of what type) or create a new image ... pretty much the program is dead in the water and can only be closed by going to TM and ending the processes ...
GPU is NVIDIA GeForce RTX 2060 with Max-Q Design - it is up-to-date and has caused no problems in the past...

I am not running Dropbox, but I do have a Dropbox folder in my program files. It was likely bloatware that I uninstalled after purchasing the laptop.

Sorry @Zhuzh_ I was getting you mixed up with another user with the same issue. Yes - your GPU is completely fine and I dont see any other issues with your specs.

Are you running Dropbox at all?

@Kevin Stohlmeyer I double checked my GPU's compatibility within Photoshop in the Help menu > GPU Compatibility, which said it was compatible. I also checked it with PassMark against the recommended 2000 average ops/sec and it was at 3819.

My other comment was my pasted system info. I hadn't sent it as a reply so I referenced in a reply after.

How does my GPU compare to the recommended? It's quite a bit better than my home computer and my coworkers' GPUs and all those machines have no issues.

Which other comment? EDIT - specs are in line with requirements. My bad @Zhuzh_
