Perspective Warp tool adjusting entire image

I just used the perspective warp tool with no issue a few weeks ago, and now it's acting very differently. When I select a quad, switch to warp mode, and start pulling a corner, the entire image warps instead of just the selected area. Please advise, I'm going crazy! Thanks in advance.
