I am currently subscribed to the Photography Plan (20GB) at $9.99/month which I pay annually. Does this plan still exist as I cannot find it on Adobe's site? I looked at my account and it appears that it will renew at the same price. Thanks.

If you go to Adobe.com and enter Photography Plan and follow the link I see a wall 9.99 for Lightroom... 19.99 Photography Plan]

But no one from adobe has publicly stated otherwise which is why users are worried.
If you know where adobe has please provide a link.
("running tests" is an evasive answer at best)
Why hasn't adobe put this to rest?
Adobe has plenty of opportunity to answer right in this forum thread yes or no.

Yes and the 9.99 plan is still available still its on the Wall IMO.

Well, in the article I linked above, Adobe states: “Yes, the [$9.99 PS+LR] plan is still available for purchase from Adobe during this test.”
That post also gives the manner in which to purchase the plan at that price, if you don't see it available normally right now.
What I don't think we'll get is any assurance from Adobe that a particular plan price will stay the same indefinitely into the future... They've never done that kind of thing.
The problem, as you've touched upon, is that this testing action ultimately stokes those kind of fears in customers, whether the company means to or not.

I just changed my region (at the very bottom of Adobes home page) to Canada[English] and the 20GB $9.99/mo plan is available, priced in US$. Changed back to USA region, and only the 1TB plan is shown. Changing to the United Kingdom shows both the 20GB and 1TB plans.
Unfortunately, it looks like several people on some Photography sites are reading this as a price increase for existing users (which it is not). Many have been itching for reasons to ditch Adobe, and this just stokes that fire. If Adobe had just put a paragraph explaining things, there still would have been backlash, but this speculation could have been quashed.
This isn't as bad as the "One version back to upgrade" fiasco, but once again, Adobe Marketing stirs the pot for no reason.

I am beginning a project to convert all my PSD files to TIFFs. Adobe might be "testing" this, but I want to be ready to move on to another platform when they implement this. They will claim that they are adding value to justify the price, but I only use Photoshop (and Raw) and will not pay for online storage and applications that I do not use.

very few places let you store and edit raw images and the online storage is what I like best about Adobe... each to their own
