Photos pixelated

When I open an image or zoom into an image the image becomes pixelated. How can I fix this problem?

    That is normal behavior because your image cannot fit in view so Photoshop must zoom in/out what will cause pixelation. To see image in 100% view use keyboard shortcut Ctrl/Cmd + 1 or menu View > 100%.

    But this has never happened on my old computer? I can just zoom in once and the image will show clusters of large pixels all over the image. I can’t edit the photo all the way zoomed out. I need to be able to zoom in.

    Can you post some screenshot please? I cannot imagine what is goin on.
