Photoshop 20.0.7 no pen sensitivity... AGAIN

So about a year ago when Photoshop 20.0.0 came out I downloaded it and could not get the pressure sensitivity fixed, I tried every suggestion that was given to me and none of it worked. So for the past year I've been using the version right before 20.0.0 and have had no problems. I decided today to give the most recent version of Photoshop a shot, you know it's been a year SURELY this problem has been resolved right? NOPE. I still have no pen sensitivity in the newest version 20.0.7. I had it remove the older versions of photoshop as it downloaded so that way there was no interference from that, I checked the box for it to transfer all of my presets and everything ( It didn't do that properly at all but that's not my main concern right now), I made sure Windows Ink is unchecked in my tablet properties ( I have a Wacom Cintiq 16), I went into Adobe Photoshop 2019 Setting and did the User Config text box and everything. I don't know what else to do, but I'm getting increasingly frustrated with this reoccuring issue, I've had Photoshop for about 3 years-ish now paying monthly for the damn thing it's ridiculous to have to fight it everytime it gets an update...

Any help with this would be greatly appreciated as I was in the middle of a project and didn't think I would have this problem AGAIN a year later...
