photoshop 2019 extensions menu disabled

On another computer that I use little
i installed cc2019

today i noticed that the extension menu item is disabled
do you have any idea how it is enabled?

- Preferences (Ctrl & K)

- Plug-Ins > activate "Load Extension Panels"

- restart Photoshop
