Photoshop 2019 UI scaling and pressure sensitivity not responding

Im running PS on Windows and just recently updated it from the 2018 version to the 2019.

The interface is way to big and i've tried changing the UI scaling and font scaling, along with changing the scaling in windows 10, but the interface still stays exactly the same. (i've also re-installed it several times)

On top of that the pen pressure sensitivity no longer works but specifically with this version of Photoshop.

I've downloaded the 2017 version and the interface and pressure sensitivity works fine, but with the new updates both 2018 and 2019 versions share the same problems.

Any suggestions would be greatly appreciated, I don't really want to revert back to 2017 since it's lacking some things, and 2018 has been working just fine until now ;-;

Make sure your Wacom Cintiq and CC 2919 are both using Microsoft INK API.   I have  CS3 and CS6 installed as well  as CC 2014, CC 2018 and CC 2019.   CS3 and CS6 only have Wintab API support so  I configure my Wacom to use WinTab  not to use Microsoft INK Api with Photoshop and  configure Photoshop CC version not to use Microsoft INK api. Pen presure works ins all version of Photoshop on my machine.

Can you tell us what pens device you how  have you  configured it to be use with CC 2019 and are you sure CC 2019 and you pen device driver are using the same API to communicate.  On windows either WinTab APIs or Microsoft INK APIs  I do know how Pen support works on a Mac.  Is CC 2019 seeing you have a pen or do you see a warning triangle next to  Control Pen Pressure like I show here.  If all is confifured correctly ths should noe be ther obcet you uset your pen in Photoshop.

CC UI scaling was fixed with Windows 10 version 1803+ and CC CC 2018 version 19.1 Photoshop UI scaling should automatically be done and Photoshop uses your Windows Scaling setting for each of your  displays.

CC 2019 uses INK  by default if your cintiq use INK CC 2019 shoed see you have a pen is that warning triangle displayed or Not?.  Do

The triangle is still displayed, and the scaling seems to affect everything except for Photoshop 2019 and 2018, non of the scaling  has made changes to the interface and this problem wasn't apparent in the 2018 version until the latest update

oh yeah there is a little triangle by the pen pressure, but the same warning sign appears on the older cc versions but it doesn't seem to affect the pen pressure?

It should not be there onec  you use your Pen.  I have a Wacom Intuos Pro You can see once I used my pen Photoshop stopped displaying the triangel and also change the Brush stroke preview to reflect shape dynamic control.

Ok so the triangle does not disappear in the 2019 and the brush preview has no pressure sensitivity

Open  display settings in Windows, is scaling set to 100%?

Did you re-start computer after making changes?
