I run Photoshop on MacOS Mojave. After upgraded to PS 2020, I found that Shift 'O' in Crop Tool has no effect. Clicking "Cycle Orientation" no effect too.

Shift+O is not working for me either, on two different Windows PC's; one running Windows 7, the other Windows 10. Very frustrating.

Crop Tool, pulled down from Image is not working.............or is ghosting and not working. What's up?
I put every photo through process of
1. Download
2. Publisher for framing
3. Photoshop 2020 for trimming
4. Framed picture to Newsletter
Note: trimming is working fine.

I haven't had this issue with the previous versions of Windows. It seems that now I'm unable to rotate the orientation of the Golden Spiral!

I am experiencing the same issue. In fact, there appears to be no way to cycle the orientation at all.

I have had, today 9/12, a long online session with Adobe Support, who were not able to resolve the problem. They reset tool, reset preferences and we tired a variety of images. The problem, which was absent in cc2019, is being referred to another branch. I am to be emaild when they have a fix. M

Excuse me you said so they tried to solve this issue by phone??? So then they aren't assuming this as a bug (to be resolved in the next PS update)?
