Photoshop 2020: Pressing shortcut key again no longer toggles through tool group

I don't know if anyone else is having this problem, but in Photoshop 2019 and before, I could cycle through tools that are grouped together by repeating the same keyboard shortcut. But it is no longer working and I cannot figure it out. For instance, I used to be able to cycle between Lasso Tool and Polygonal Lasso Tool by repeatedly pressing "L". However, that no longer seems to work in Photoshop 2020 – I've looked through every keyboard shortcut menu/options etc to see if I mistakenly clicked something that prevents the tool from being switched by pressing the same shortcut key.

Does anyone have a fix or recommendation on this problem? My productivity is being slowed considerably.
