Photoshop 2023 Release 24.0 October 2022
immediately after start of Photoshop UXPLogs is filled up and flooded with error messages which causes high CPU load:

The Plugins panel and Manage Plugins only display UXP-based plugins. Since the UXP log is what is filling up, I was figuring the plugins may be UXP based as well. The folder you are checking is for CEP-based plugins (referred to as "extensions"). I'm not familiar with the TourBox plugin, so I don't know if it UXP, CEP, or something else. Other places to check are:
UXP plugins: /Users/peterbauer/Library/Application Support/Adobe/UXP/Plugins/External. There is a folder for each third-party plugin

I renamed the coresponding folder in .../UXP/Plugins/External. Now PS is working fine.

Can you provide the full log so we can see what is happening around this message? Also, do you have any third-party UXP plugins installed (listed in the Plugins menu or the Plugins panel)?

Sure I can: I installed TourBox and ConfiguratiorReloaded which worked fine so far.
I'm not sure how to upload a logfile? At least I can't see an option in answer mode. Apparently my last answer was deleted maybe due to the size of the log text I posted in here. Sry for asking but could you explain? I'm new to support community.

Thank you for the log file. We'll take a look and see what we can find but nothing immediately stands out.
And just to be sure, can you try disabling the two plugins you mention and restart Photoshop to verify they aren't involved? I don't see anything in the logs that indicates they pose an issue, but it is always good practice to exculde third-party items when doing an investigation. You can disable them either from Manage Plugins in the Creative Cloud desktop app (there is a shortcut to here from the Plugins menu in Photoshop) or you can hold the Shift key when launching Photoshop (you should see a prompt to "Skip loading option and third-party plug-ins"). If you still see the behavior, feel free to turn them back on.

Disabled the Plugins by holding Shift at start - no issues.
Re-enabled the Plugins by normal start of PS - log and CPU issue came back.
Now trying to figure out which Plugin might cause this behaviour. Problem: Manage Plugins in Creative Cloud stays empty after starting it from PS shortcout as if there were no Plugins installed. In PS only TourBox is visible in menu item Plugin Panel.

Manage Plugins works browser based but TourBox is not listed. TourBox also not listed under /Users/peterbauer/Library/Application Support/Adobe/CEP/extensions
Maybe PS is trying to "search" or "connect" to missing TourBox files?
If TourBox is not listed in this path but listed in PS Plugin menu how can I get rid of possible fragments?

There is a folder for each third-party plugin installed here, but they are not named for the plugin, so if you have multiple, you may have to open the folders to see if you can identify which folder belongs to which plugin. There will be a Manifest.json file which includes the name of the plugin in the header information. You should be able to see this in just the preview that Finder provides.
Photoshop Plug-ins folder: Applications/Adobe Photoshop 2023/Plug-ins. This folder holds most plugins that were added using some sort of installer application.
Once you find the correct folder, you can rename it by adding a tilde (~) to the front of the name to tell Photoshop to ignore it on next launch.

Great to hear! Next step is to check with the manufacturer to see if they have an update to the plugin which might resolve the issue or, if not, report a bug so they can investigate a fix to this. Or, if this isn't a plugin you need, feel free to leave it disabled.
