Normally when one is signed out of the Creative Cloud and you open an Adobe application, as for example, Photoshop, you get a Sign in screen, however, in the same scenario with Photoshop 2024 (25.5.0 and 25.5.1) no such screen appears. In addition if one goes to Help and clicks Sign In nothing happens.
The same applies if one is Signed In and wants to Sign Out using Photoshop 2024 (ver 25.0/25.5.1)
nothing happens.
So far this is observed on Windows 10, macOS Sonoma 14.3.1 and macOS Monterey 12.7.3.

@Jeff Arola I can confirm the above on Windows 10 with Photoshop version 25.5.1, also if I have Photoshop opened and sign out of the CC app, Photoshop closes with an error report

I can't sign in Photoshop 2024 via Help > Sign In
Seems I'm the only person ever to have this error code,
Error code: 12015
Any help much appreciated

do you have a teams, enterprise or education subscription?
and/or are you using a vpn?

As Jeff said: use the CC desktop app to do all these things. You should never sign out/in through the application itself. I agree it should work, but it's not how you normally do it. This is what the CC desktop app is for.
If you still have problems, come back.

Check your HOST file. Delete lock adobe servers.
