What have you done for trouble-shooting so far?
Restoring Preferences after making sure all customized presets like Actions, Patterns, Brushes etc. have been saved might be a good starting point:

I have the same issue after updating to 21.1.3 yesterday, Hue/Saturation sliders freeze have to force quit Photoshop OS Catalina 10.15.4. Does dumping prefernces fix the problem? Is this the only solution?

What have you done to fix it?
I could reproduce slider-issues with Selective Color, Replace Color, … Adjustments and restoring the Preferences or even restarting remedied them for me.

Sam problem here. Have done the reset of all my tools (again) restarted etc... Second time this year that Adobe updates PS and a basic but essential tool blocks the whole app... That's not what I'm paying for.

And again the Rulers are involved …
So hide the Ruker (View > Rulers should be unchecked).

We have the same problem, we contacted Adobe for help and they did not give us any solution.
Hiding the rulers works for now....
