Photoshop 22.0 Cannot create a solid colour adjustment layer

I seem to be unable to create a solid colour adjustment layer in the latest updated version. When I click to create a solid colour adjustment layer my currently selected foreground colour briefly flashes over the image, but then disappears and no layer has been created. All of the other types of adjustment layers seem to work fine. Any ideas?

Try resetting all tools. If that does not fix the problem try resetting your Photoshop preferences. I user Windows 10 2004

I wonder what is common between Antony and Bojan's systems but different to mine and JJMack's.

Does turning off the GPU in preferences and re-starting Photoshop allow it to work (which would point to a GPU issue)

Will check one more time later but answer maybe lays in old graphic card without (again most likely not 100%) solution to disable it.

I also tried this on my Windows 10 system without any issues. I have a relatively beefy GTX970 with 4Gb VRAM, and with 32Gb of system RAM...

I think now that it is realy a hardware or driver problem. Because if I active the "use GPU" photoshop works very slowly.

The actual driver is installed. Any other ideas?
