Photoshop 22.0+ does not render videos

Issue: Photoshop hangs when attempting to render a video.

Photoshop version: Photoshop version 22.0+ 

Windows 10 Pro

Processor: Intel(R) Core(TM) i7-6700 CPU @ 3.40GHz 3.40 GHz

System type: 64-bit operating system, x64-based processor

 

to reproduce:

1) upload an .MOV file

2) try to render it as an MPx

3) Wait. Check your email, have dinner. Return and it's still hanging

 

Expected result:

render a video in a recent version of Photoshop

I've just done exactly that in Photoshop with no issues.

Opened MOV file and rendered video as mp4 H.264

Intel i9-10920X 3.5GHz 128GB RAM  Photoshop Scratch disk on NVMe 2TB drive with 1TB free (Photoshop used 12.5GB), Adobe media encoder cache is also on an NVMe drive
