Photoshop 22.5.1 stuck on saving files at 0% (Windows 10)

Working with Photoshop was hell today (i updated it couple days ago to the latest version). I tried uninstalling and reinstalling, same problem. i tried different files, same. i tried saving to different locations (data drive, and then the startup drives both local SSDs), same. The program doesn't crash, i can still edit the file, it just doesn't save and is always stuck at 0%. (i tried duplicating and saving to a different location, no success). the only way to get out is to force quit completely. any thoughts please??

If you go to Help > System Info... in Photoshop, what version does the first line say?

 

Try creating a new Admin user account and run Photoshop from the new user account to see if the problem goes away: https://helpx.adobe.com/photoshop/kb/basic-troubleshooting.html#permissions
