Photoshop 22.x (Error 0xc0000142)

I have problems starting Photoshop 22.x. I'm met with error 0xc0000142 (The application was unable to start correctly 0xc0000142).

I see a lot of articles explaining how the CPU needs to meet some minimum requirements, especially regarding CPU Instruction Sets (SSE4.2), but this CPU I'm using is advertised as being able to use this particular Instruction Set. https://ark.intel.com/content/www/us/en/ark/products/120495/intel-xeon-gold-6154-processor-24-75m-cache-3-00-ghz.html

Following up we found the error on the HOST machine, in the Hyper-V settings.

Processor Compatibility Mode needs to be OFF
