Photoshop 23.5.1 not cropping to correct custom size

Photoshop 23.5.1 (also 23.5)
M1 Mac Mini, macOS 12.5.1

I have a crop preset to 1200 px x 1200 px, but when I crop an image it does not work. It remains at the imported size (also square, but much larger.) I have to go in to Image Size and do it by hand, which works, but is much slower to do.

Hi that looks like your crop is titled 1200 x 1200 px but is actual just a 1:1 ratio crop.
