Photoshop 24.5 on Winsows 10 fails to load with procedure entry point error

Photoshop 24.5 (downgrading to 24.4.1 works fine)

After the upgrade completes, photoshop fails to load with the attached error. Downgrading back to the previous version works fine.

Tried the obvious without success:
- reboot
- uninstall/re-install
- upgrade MSC components

Also affects Photoshop 24.6 and now affects Lightroom Classic 12.4 too.
