photoshop 25.1 not showing tool cursors

No matter the tool, my cursor stays an arrow, until I click to actually start using the tool... which makes it basically impossible to use any tool in anything close to a precise manner. Is there a fix for this, or do I need to revert to the last version? I can't do my job, this way. 

 

Yes, I've made sure that caps lock is not on.

You started this thread four hours ago, and it sounds like you are at work, so I hope you have fixed this already.  If not, I have not seen other posts reporting this issue, and it sounds like something is broken, so I would go straight to resetting preferences, and probably doing it manually.
