I just spent about 1 hour painting a texture for my job. I go to SAVE my file and the SAVE DIALOG is Blank. I see that several older versions of PS have had this same issue over the years. This is THE most important function of any software, period. Why this continues to plague Adobe is beyond me. I have deleted all prefs files.. I have rebooted several times. Still there is no way to save a file. I will try reinstalling.
I'm sure this has something to do with CLOUD services glitching. Users online recommend changing the preferences but there is no preference inside of Edit > Preferences > File Handling to switch from Default File Location > Creative Cloud TO On Your Computer. Where is the preference? This too is a blank area. This preference should be made to never disappear.

Are you saving from the Menu bar, or using shortcut commands?
Are you using "Save", "Save As", or "Save Copy"?
If you create a new document and save right away is the save as window blank? or only once you work on a file?
if you choose to Export instead of Save do you get a useable window?

I have never encountered any issues with any save command in the past year. Your experience is unique and not a bug; it may be related to your machine and configuration. Reinstalling the software could potentially resolve the issue.

I'm not sure how you can declare this "unique" and not a bug. I see lots of people complaining about it while searching for a resolution. I have this problem on the last version, as well as the latest update (as of July 20, 2024).

Client on the latest version 25.91 today is having the exact issue. Have not solved it yet.

I have had this horrible bug several times, both with the last version and the latest update (as of July 20, 2024). Nothing worse (and basic) than not being able to save your work after a bunch of effort.

A previously saved action, or a script should be able to save the file to PSD if there is a problem with the GUI (which should be resolved with a preference reset).
