Now that photoshop 3D is discontinued, I'm looking for software that will take a 2D photo and treat it as photoshop 3D did. Using the 3D transform tools make a new mesh from layer to depthmap tp plane.

Substance 3D Sampler can make a 3D material from a 2D image. That material consists of maps for colour (Basecolor), Roughness, Metalness, Height (which is the depth map you mentioned, and Normal (which affects how the light plays of fine surface detail and therefore is used to simulate such detail).
Substance 3D designer also has some tools for this but Sampler is easier to use for this purpose.
Rendering the created material on a plane can be done in most 3D software, including 3D Stager, or 3D Designer but also Blender ...etc
