Looking through some old Actions I had, I noticed that one of them had a step which says, Make Layer Without below.
I have tried to re-create this but unable to do it. Does anyone know how to ?

You can drag the action step to the "create new action" icon at the foot of the action panel to dupe it, and then you can drag it to a new position in the same action or drag it into a new action or new action set/action.
Recorded actions have their own syntax which doesn't always match the user interface, so I don't recall what this step is doing... What behaviour does it display when you play it back? What are the previous and next steps afterwards?

Make Layer Without Below is when one makes a new blank layer above the target layer
(click the Create a New Layer icon at the bottom of the layers panel or go to Layer>New>Layer)
Make Layer With Below is when one makes a new layer below the target layer
(Ctrl or Cmd click on the Create a New Layer icon at the bottom of the Layers panel)
Photoshop 7 was the last version that recorded new layer to include without below, though the current photoshop version still records the new layer with below.

If you really, really need exactly same action step (I can not imagine the reason) but you can not recreate it then Alt + drag action step to duplicate it then move it anywhere in the same or some other action.
