Photoshop all functions black out and can't be seen

Anyone encouter this issue? all functions can't be seen in my photoshop.

Does turning off »Use Graphics Processor« in the Performance Preferences (Photoshop > Preferences > Performance > Graphic Processor Settings) and restarting Photoshop have any bearing on the issue?

I've tried to turn off »Use Graphics Processor« in the Performance Preferences but no luck.
