Photoshop (and Beta) freezes on load screen "InnerLoops Plugins Loaded"

PS 26.8.1 stopped working yesterday, freezes, as does Beta.

I've uninstalled and reinstalled with no success.

I'm on a Mac Mini with no RAM or storage issues. This is causing me to miss deadlines. Please help!
