Photoshop and Wacom drawing a random diagonal line

Running Windows 10 Pro build 19044.1586

Photoshop 22.0.0
Wacom 6.3.45-1

Basically, all up to date. Aside from that, this has happened on other versions of all of those platforms. 

This is not the Wacom pen pressure problem with windows as that works for me.

Here is an example of the problem Im having. I use the Spot Healing Brush... when I use it on a spot, after I lift it off, it draws a diagonal line from the spot and over the entire image. Same direction. Happens about 10% of the time. Can't seem to replicate it or figure out why.

Is anybody else seeing this or know what the problem is?

Sounds like an issue that was fixed current versions.
