photoshop bug

Hi!

Yesterday I bought Ps from the official page. And when I opened the program, the help bar (File, edition, image, view, filters, etc..) was bug! It didn't show up, neither the "close and maximize buttons". But they where there, but i couldn't see them. Also, the work space and the layers area, was bug too.. I don't know if is a program issue or my laptop is the one who has a problem..

Btw: I'm using windows 10 ( I don't know if this is important)
