Try unticking Use GPU processor in Photoshop Preferences.

Does, as recommended by Derek_Cross, turning off »Use Graphics Processor« in the Performance Preferences (Photoshop > Preferences > Performance > Graphic Processor Settings) and restarting Photoshop have any bearing on the issue?
