Photoshop can’t find external hard drive

I have been trying to relocate my scratch disk for Photoshop from my internal hard drive to an external one, but when I go to the preferences menu and select "scratch disks", only the first one shows up.  I am on windows 10, and the external drive is an exFAT type.  How can I get Photoshop to recognize it as a scratch disk option?

@Zach230225924mlb how is the drive connected? Is it an SSD drive? Did you do a clean reformat when you received the drive?

Hello!

If I remember correctly, the drive had to be recognized as non-removable by the OS to be listed.
