Good day everyone,
I cant save work straight into cloud because two problems occur, 1st it says i have no permission to save into that folder (left- sorry for slovak language: "you dont have permission to make changes in (on?) files in this network location") and 2nd PS says that file is being used by some other program (right). Iv seen few similar questions answered, however nothing works here.
Both problems emerged at about the same time on both my working station and notebook (I am not working on my Adobe account outside these 2 pcs). On both machines i have single account with administration properties (obviously), i tried starting PS on both machines with manual Admin prop., when that didn't work i turned UAC off. Didn't help either. If I save save anything to desktop, PS has no problem and it seems to bypass first problem for one save, but after i try to save same thing into cloud right after, second problem emerges. File is being used somewhere else, this happens even if i open new project and try to save it into cloud without even doing something and that doesn't make sense. It cant be open somewhere else when its new blank just inside of PS (or can it?). I even turned thumbnails in saving preview to just information. No clue whats going on, i can save things to desktop and manually move them to CC, that works, buts its tedious and somewhat annoying...
inb4 i should look on forums to seek help, i did, nothing i found helped (which includes):
- reinstalling photoshop
- cleaning pc cache
- signing out of Adobe CC (mind no other program on both PCs shares either of these problems)
- running PS in Admin mode / on Admin acc / with UAC off
- turning thumbnails in preview into tiles / information
- killing processes on background
- restarting pc (multiple times)
- both PS and windows 10 are up to date (not using 3rd party modifications in PS)
specs: win 10 - 64bit, i-7, 24 GB ram, Gtx Ti1080
if anyone has idea whats happening and is willing to share opinion or help, i would be genuinely happy...

not sure if I am supposed to answer my own questions, however if anyone encounters same problem I mentioned above, this is the only solution i found so far.
It seems that problem is caused by CCs inability to stop syncing even if there is nothing to sync. I have had auto sync turned on for past 2 year as far as I can remember and without any problem. It looks like it became a problem after last update (probably). Both problems mentioned in post above disappear the moment i click on pause button. I have no clue why CC cant stop syncing despite having nothing to sync however...
