I used Photoshop earlier this morning just fine to open and tweak a PSD file. More recently I tried to open a JPG to create a new graphic and Photoshop crashed.
I thought there might be something wrong with the file, so I tried to open another file. It crashed.
I thought maybe there might be something wrong with the drive, so I tried to open a photo from my desktop. It crashed.
I restarted my computer and launched Photoshop and opened the file that I had successfully edited this morning. Worked fine. Hopeful, I tried to open the JPG again – crash!
So I opened another PSD file. Worked fine. I opened a PNG file. Worked fine. I opened a BMP file. Worked fine. Tried another JPG. Crash. So then I opened a PSD file and tried to place (embed) a JPG. Crash.
Needless to say, not being able to do anything with JPGs is kind of defeating the purpose. It's certainly defeating me. Anyone else having issues?

I am having similar issues. Photoshop CC 2017 will open any file format EXCEPT jpgs. Just happened a few days ago.
Try resetting your CC 2017 preferences and tool.....

I upgraded my Sony Vaio to Windows 10 and the problem disappeared. Photoshop and CameraRAW versions are exactly the same ones that crashed in Windows 7 but they don't crash in Windows 10. I hope this information is useful for anybody.
The website of Sony says my Vaio Laptop is not upgradable to Windows 8, 8.1 or 10 and the updated Radeon drivers from AMD didn't work in my Vaio, but I made the upgrade from Microsoft site and everything seems to be working fine now.

Add me to the list... brand new Intel i7 computer, fresh install, can't open JPG's..... if I go into the Windows Paint program, open the file, and rename it and then reload it in Photoshop it'll open.....
What gives?? Photoshop completely freezes. I go to task manager and it'll let me kill it immediately, but upon restart it still does the same thing. Hope they come out with a new patch to fix it....

Could it be that all affected here have jpegs set to open through ACR? If so:
Go into Camera Raw Preferences (from Bridge or Photoshop) and uncheck "use graphics processor" there. Having this checked crashes ACR for a lot of people.

I had same exact problems, thought the drivers were up to date, etc, and had Adobe live chat take over my computer and they went to support.amd.com and went to a driver autodetect install and this fixed the problem! It was Radeon Software. Sorry, not sure of all the technical terms, but after this driver update, everything worked fine again

I'm having the same problem with Photoshop Elements 2018. Every time I try to open a jpg it crashes, but all other file types open fine. There is no "Camera Raw Preferences" option in Elements though. Anyone know how to change that option in Elements?

I've had the same issue with JPG files for over a year - had to change them to PNG's in Paint then open them in PS. Very, very annoying.
I tried updating my Nvidia driver - no change.
Tried disabling the Intel card - PS wouldn't even open.
Finally tried disabling the Nvidia card and running just on the Intel one - success!! PS now opens JPG's instantly and I can also access the Camera Raw stuff, which immediately crashed PS before.
Isn't it about time Adobe addressed this issue? So very many people have the same problem and we shouldn't have to disable half the computer before the software will work properly.
