Photoshop CC 2019 history log text inaccessable

Is anyone having a problem with the 2019 version of Photoshop CC not being able to access the text history log?

From File>File Info>Photoshop>History I can see the text but I can't scroll down to see the whole history...works fine in the 2018 version but not the 2019.

I know I can set preferences to save as metadata and text but would rather save as metadata only.
