Photoshop CC 2019 wont't print to a printer - crates a pdf instead

I am using Photoshop CC 2019 on a Mac with Mojave (I don't remember having this issue with High Sierra - I know, I should not have upgraded, but that is ancient history now).  Photoshop CC won't print to any printer, but instead creates a pdf of the image that opens in the Apple 'Preview' app.   The image in the pdf  is about a quarter of the original size in the upper left corner of the canvas.  I am using an Epson R3000 and Workforce 845.  I get similar results with both printers.  I can print from Lightroom CC Classic (and get the expected results) as well as all of the other Apple apps and MS Office apps.   I can see and choose my printer and options  in the PhotoshopCC 2019  print menu, but regardless of what I choose, it produces a pdf that opens in Apple Preview.

I have uninstalled and reinstalled photoshop CC 2019, reinstalled the printers and 'reset the printing system' in system preferences. 

I am at a loss.  How do I get Photoshop to print to a printer and not generate a pdf file?

    If you have printing issues please see below

    PRINT:

     

    MAC, reset printing system:

    On your Mac, choose Apple menu System Preferences, then click Printers & Scanners

    Press and hold the Control key as you click in the list at the left, then choose “Reset printing system” from the menu that appears.

    After you reset the printing system, the list of printers in Printers & Scanners preferences is empty.

    Reinstall the print driver, only from the manufacturer, not Apple.

    Simple reset: hold the space bar when you open the print window. It resets the print dialogs

     

    if that doesn’t help -

    Perhaps try resetting Photoshop preferences?

    Resetting restores Photoshop's internal preferences, which are saved when Photoshop closes. If they become corrupt then various issues can occur.

    You may want to backup your settings and your custom presets, brushes & actions before restoring Photoshop's preferences.

    It may even be time to reinstall Photoshop.

     

    Use the Adobe CC cleaner tool to remove all traces first.

    Uninstall Photoshop BUT make sure to choose the option “Yes, remove app preference”.

     

    Once that process finishes, start the installation process and look into the “Advanced Options”. Uncheck “Import previous settings and preferences” and choose to “Remove old versions”.

    One of the suggestions in the guide worked.  I had to 'reset the print preferences in the image' with a group of photos. I have never had that happen before.  I'm not sure how their print preferences were altered, but 'pressing the space bar' when initiating print is a simple fix.
