        First of all photoshop 3d comes opnly with the 64x

        and u should update ur drivers to the newest versions then try to reinstall the app again  it worked for me

        Version 14.0 is the original CC.  Is there any reason that you have not updated it?

        You have a two core CPU running at just 2.2MHz with 4Gb RAM.  That is borderline spec to run Photoshop at all, yet alone 3D.  It also looks like you are using Intel HD built in graphics, and you only have a few Gb of free space on your hard drive.   We don't know what your circumstances are, but if is possible for you to update (replace) your computer, you should think about doing so.

        As I understand it in photoshop software. OpenCL doesn't have much of anything to do with 3D rendering.  And it's not available on 32 bit Photoshop either.

        Video card needs at least 512mb of VRAM memory.  Will not work with Win XP

        Use menu Edit>preferences>performance make sure Photoshop had GPU enabled. if not there will be no 3D. You system info states it is and you have 2GB of VRAM use advance settings and enable OpenCL also.
