Hi.
I have Photoshop and Illustrator, yearly CC subscription.
Decided to trial After Effects (it also automatically installs Media Encoder).
But after installation, Photoshop is somehow unable to render any video (timeline video), it is stuck at "initializing video export".
Searching through internet didn't help, couldn't resolve the issue.
Things I've tried:
Uninstalling After Effects - didn't help
Completely uninstalling Creative Cloud and reinstalling - didn't help
Restore the so-called Photoshop Preferences file - didn't help (did it with shortcut, message appeared as expected).
Tried to disable OpenGL - didn't help
So here I am
I am on Mac.
Help me pls or the only solution I see is to reset my Mac.

I fixed it.
I did not have my Premiere Pro and After Affects installed.
After Installing them, some engine must have kicked in, because now I no longer have any hangs at all initializing ANY video functions and/or rendering.
Running Windows 10.
Funny thing; after I reinstalled Premiere and After Effects, I played with them and no longer have a need to do video in Photoshop.
But it IS FIXED.

I fixed it.
I did not have my Premiere Pro and After Affects installed.
After Installing them, some engine must have kicked in, because now I no longer have any hangs at all initializing ANY video functions and/or rendering.
Running Windows 10.

To me, that's not a fix. I haven't got the disk space available to go around installing additional software to "fix" a bug in my existing software.

I'd had the same issue (same Mac OS as well). I had no problems after updating Photoshop. I think this is a very recent update, since I had looked only a couple of days ago and everything had been up to date. Hope this helps you, too!

I am having same problem. I have Photoshop cc 21.2.4. Tired before the update to 2.4 and tried afterwards. No luck. The bar goes all the way across and then just stays at the end with the circle of dots still circling after more than an hour. This is a timelapse made from 800 photos. I've search the issue and don't see a solution that does not involve additional software.

I DEFINITELY agree with this! I'm here because I ran into this issues obviously however downloading and paying for two additional programs I don't have the space for or use simply so I can export a gif from PS is a load of BS.

In case you find stuck with "initializing video export" and
the cursor keeps spinning, PRESS " ESC " ...... and you are done.

Thank you! Pressing ESC DID take it out of the looping spin and I can now try to figure out what is the problem. Thaks for at least helping me get it "released" without having to CTL-ALT-DLT.

I figured out the problem was caused from a 3rd party plugin (insta360 premiere plugin) that was installed in the following path "/library/application support/adobe/common/plug-ins/7.0/mediacore"
empty that folder, reboot, and it should work!

Deleted the plugin and it worked. But turned Computer on the following day and the issue was back.

The good news is, your hint worket for me instantly.
After I had chatted with some Adobe support guy here in Germany, i was a bit disappointed. The mate didn't really have a clue except "reinstall the Adobe software, and if it won't help, do macOS clean install". Or something like this.
Then, I've found your advice, deleted the insta360 stuff and voila – it works, even without rebooting. How great is this! You've saved me a plethora of work and possibly a huge load of frustration. May good karma be with you. 🙂
According to the insta360: they actually know how to make fine cameras; for their software, the opposite applies. At least it is now possible to import videos from the Leica module directly into Premiere or Final Cut Pro.

This also worked for me, at least on my MacOS 11.6 (Big Sur). Removing the plugin folder worked, I was then able to export videos from PS.
On windows10, I uninstalled completely insta360, then installed Premiere Rush. At first it wasn't able to load and i had to update the vc_redist64.exe (link here: https://helpx.adobe.com/creative-cloud/kb/error-opening-applications-in-windows-10.html)
My problem seems to be solved for now, thanks to all!

Brand new PS 2023 and this is still happening. I had exactly the same result, everything works when you clear out this folder.

NOT the correct answer.
The solution seems more likely to be with Plug-in folder in the System Library that breaks the path to Media Encoder.

Dig up the "Mediacore" folder and trash it --> "/library/application support/adobe/common/plug-ins/7.0/mediacore" (You can hit Cmd+Z in the Finder window after the export is done if you need the plugins.)

I have the same problem.
Mac OS 10.13.4
Photoshop 19.1.3 (installed immediately before I tried to render a video)
Initializing Video Export hangs at about 50%
