Hi, I bought Photoshop CC 2017 and used it on my Mac with Mojave. One day the Mac decided to upgrade the OS to Catalina my photoshop would no longer work. The only way i could use it was to roll back my OS to Mojave and stay with it.

Has Adobe improved thier updates to work with Catalina yet?

When you say you bought CC2017 do you mean you have a CC subscription?  CC versions have never been sold outright, and any sold that way are hacked copies.

If you do have a subscription, then just use the CC desktop app to update.

I was letting the OP know that CC 2020 works fine for me in Catalina. The question contained a concern for PS working in Catalina.

CC2017 is not supported on Catalina, only CC2019 and CC2020 are supported. Since you have a subscription to Creative Cloud you can upgrade your installation to the latest 2020 version free of cost. See the following for details on Photoshop compatibility with Catalina
