Photoshop could not be activated when start up

Yy photoshop could not be activated as the message " api-win-core-libraryloader-I1-2-0.dll has problem.

Please advise me how to activate the Photoshop again.

I do not see a api-win-core-libraryloader-I1-2-0.dll files on my windows machine.  If you are using Windows you may want  to remove the file from your machine.

Then Un install Photoshop from you machine download Adobe cleaner run it.  Then download Creative Cloud Desktop application install it see if it can sign you in and install and activated Photoshop..

 

However, if 11-2-0 is your Photoshop level I never installed CS4 that would not be on my machine.
