Photoshop Cursor circle not showing up

Crosshairs only, no tip when using paintbrush

I've tried everything.

- Reset Photoshop

- Cap Locks are OFF and brush size is small enough to be visable

- System preferences > display > cursor > normal

- Preferences > cursor > standard tip

I've tried all of these and it is still not working.

Working from Photoshop 2017.1.1 CC

What have you done for all-purpose trouble-shooting so far?

Restoring Preferences after making sure all customized presets like Actions, Patterns, Brushes etc. have been saved might be a good starting point:
