I have subscribed to the Adobe photography package, but Photoshop does not recognize
the subscription, and I am being forced to purchase a separate subscription.

What do you mean by that exactly? 

Have you downloaded the CC desktop app and signed in with your email and password? Once you've done that, you install Photoshop from the CC desktop app. It will then be ready to go.
