Photoshop does not respect ALT+F4

When there are no open files, ALT+F4 doesn't work to close photoshop.

considering that every other application I'm running respects alt+f4 no matter the state of the application except Photoshop, and I can replicate on two different computers, after a settings reset, and was an issue before and after a complete reformat of my computer 4 months ago, I have my doubts.

Although it works for Lumigrahics, it does NOT work on my computer which is running Windows 10.

Alt -F4 does not work on my machine either with no active file open. Tried on a co-worker machine with same OS and build and it works on their machine just fine. 😆
