Photoshop Elements 13 won't open

I have Adobe Photoshop Elements 13 on my Win 10 laptop. Idon't know what's causing this but when I click on the shortcut it just won't launch. I bought it from the Adobe site back in 2015 and registered and downloaded it. Is it possible for me to redownload it and if so how? Also is there a way to get a copy of it on CD?
