If you made a Smart Object first, then yes you can remove filters. If you did not make a Smart Object first, then no, it is a destructive edit once you save and close the file. You didn't say if you have a SO or not?

No I don't have SO
I blurred one part of the photo - modify - expand 20 and I need to remove it. Are there any other ways?

Hi @Emilia28997211eeg9

If you did not make a Smart Object first and you saved and closed it, there is nothing you can do. Photos are made of pixels and those pixels have been permanently replaced. The original pixels are gone.

When you make a SO, Photoshop protects your image and the filters appear underneath the image. They can be edited or deleted. The SO also comes with a mask, which you can paint on to hide/reveal the filter and use it on just part of the photo.
