Photoshop Formatting Text Action

Hello,

I'm wanting to create a number of textual graphics where, once I type the desired text and apply the action, all of the associated text would be fully justified and font size, kerning, and leading would be adjusted based on the number of characters on a line. So like the example attached, a line with fewer characters would have a larger font size to make up for the amount of space needed to fill the empty space, and vice versa. Is it possible to automate something like this?
