Photoshop freeze on launch : Measuring Memory

After I downloaded ICC profiles, Photoshop would not launch properly.  the launch freezes when the "measuring memory" message appears on the splash screen.   I've deleted the ICC profiles from the 'color' folder and have rebooted the computer (Dell Inspron, Windows 11), numerious times without and change.  I even uninstalled PS and re-installed without an luck.    any ideas on how to fix this would be appreciated.

In a first step you should try to reset the preferences of Photoshop using the steps described here:

It's recommended to backup the settings before resetting the preferences. Please see here:

If this doesn't help check your system if it's up-to-date. Do you have installed all recent updates and patches for the operating system and the device drivers, especially the graphic driver. If you have a NVidia graphic card installed, make sure that you are using the recent Studio version of the driver, not the Game Ready version.

Please also provide a copy of your 'System Info'. This can be get from the Photoshop menu item Help > System Info. There's a copy button in the System Info dialog. Press this button and paste the info into your next forum post.

So, I was unable to reset the preferences using the method in the link you provided since it didn't seem to get to the point that it would allow it.  However, deleting the entire "Adobe Photoshop 2024 Settings" folder from the "C:\Users\<user>\AppData\Roaming\Adobe\Adobe Photoshop 2024 directory and then launching it did fix the problem.

I'm having the same issue although I didn't do any ICC profiles or the like... just tried launching it to do some quick edits - that ended up not being so quick.  Had to use a different program to get the job done... 😞
