Photoshop Freeze

When I’m using Photoshop, every few minutes (or sometimes seconds) it will just freeze. It happens so consistently that at this point I always have Task Manager open so I can watch and wait for the status to change from “Not Responding” to “Running”. It freezes even when I’m working with very small jpeg files, regardless of what else is running. CPU usage doesn’t spike, physical memory can be as good as possible (fresh restart, no other programs running). This freezing makes Photoshop virtually unusable due to how much longer it takes to wait through the freezes. We have checked windows reliability monitor, event viewer and resource monitor and there were no red flags. Can you please advise?

Hi
What version of Photoshop do you have, have you tried resetting PS preferences
For older versions
To restore preferences quickly using a keyboard shortcut: Press and hold Alt+Control+Shift (Windows) or Option+Command+Shift (Mac OS) as you start Photoshop. You are prompted to delete the current settings. The new preferences files are created the next time you start Photoshop
For CC
