Photoshop freezes when trying to duplicate a video layer

My PC is running Windows 10 Pro 64-bit and I'm using Photoshop CC 2019.

This is a task that I do regularly but, for some reason unbeknownst to me, it's started freezing out of the blue. What I do is I open two short video clips. Each is less than 2-minutes long. Then I duplicate the video layer from one clip onto the other clip. Then I sync the two videos, time-wise, and go from there. I've done this hundreds of times without issue but, now, for some reason, when I click to duplicate the layer, Photoshop just becomes unresponsive. There no status bar that times out or anything, nothing, it just stops responding. I've left it sit for over an hour to see if it would eventually catch up with itself, I've tried uninstalling and reinstalling Photoshop. I checked to make sure I'm using the most recent version of Windows and the most recent graphics card drivers. Nothing seems to help.

If I'm working with image files, I can duplicate layers no problem but when I attempt to do it with a video clip, any video clip, it freezes.

If anyone has any suggestions or has run into this issue before and come up with a solution I would love to hear it. Thanks in advance for the help
